Draft of the Strategic Plan for Culture and Cultural Heritage of Cantabria

The PECPC is a cultural planning document that responds to a long-standing demand from the sector: to provide the region with a clear, consensual, and realistic roadmap for public action in the field of culture. The document proposes a broad vision of culture as a driver of territorial cohesion, sustainable economic development, citizen-led innovation, and a guarantee of the right of access. It addresses key issues such as support for the professional sector, decentralization, inter-administrative and public-private coordination, heritage sustainability, arts education, and the relationship between culture and well-being.

Its development stemmed from a participatory, inclusive, and decentralized process, which included sectoral and thematic working groups, a public survey with over 400 responses, and numerous interviews with key stakeholders. This methodological approach also facilitated mutual understanding among institutions, businesses, associations, professionals, and the public during the plan's drafting process.
